Cabrillo Beach is a mile long and is great for swimming, volleyball, scuba diving and surfing. There are picnic tables, a playground area and a snake bar. Parking lots open a 5am and close at 10pm, its free for the first 20 minutes then a dollar to a maximum of 9 bucks a day. Payment is made in cash. Cabrillo beach is actually two beaches, one outside the breakwater with ocean surf, and the other within the harbor, gentle and quite perfect for families with children.
This is like in all in one beach. You get the sand and surf but you also get a big grassy area with picnic tables, BBQs, trees and a boat dock for your jet skiis. Oh and not to mention you get the Cabrillo Marine Aquarium for free!
